Description of Information Needs and Proposed Use: The Form, Subordination Agreement, HUD-92420M, is used in FHA-insured multi-family rental projects with secondary publicly funded debts, often to promote affordable housing. The document is used to subordinate such collateral financing guaranteed to the guarantee of the FHA-backed mortgage, which must be made in first place under the National Housing Act (12 U.S.C.
1701 and seq.) under legally and administratively acceptable terms for HUD. This communication gathers feedback from members of the public and interested parties on the collection of information described in Section A on the following issues: respondents (public concerned): FHA lenders, borrowers, housing finance agencies and other public agencies that support affordable housing, and HFA consultants.
